On the morning of May 25th, 2012, the Keynote Speech Series No. 3 of the Dr. Seaker Chan Center for Comparative Political Development Studies was held in Room 615 of the Wenke Building. Professor Steve Kelman, member of the Academic Board of the center, professor at Kennedy School of Government in Harvard university, chief editor of International Public Management Journal, delivered a speech on “US Budget and Political Issues: Diagnosis and Outlet”.

After giving a brief introduction of Professor Kelman, Professor Jing Yijia issued him the Academic Board Membership Certificate together with the Wooden Letter of Appointment on behalf of the Dr. Seaker Chan Center for Comparative Political Development, and hoped that he could contribute to expand the comparative political development studies.

Professor Kelman pointed out that the political tradition of decentralization and consumption enthusiasm of immigrant society etc. contribute to USA’s current tough debt problem. Meanwhile, American people’s patriotism and willingness to commit to public affairs have always saved the United States from disasters. Probably the checks and balances between the president and congress under the two-party system is the way to solve the problem. They’ll reach a consensus no matter how distant and compromise is essential.

After the speech students and teachers had an in-depth exchanges with Professor Kelman on problems including the difference between China and America’s policy-making process, the causes for the deterioration of America’s debt and financial problem, and the future of America’s economic development etc.
